I have been advised by a representative of the Idaho Department of Parks and Recreation that they are finally agreeing that their administrative rule 26.20.01.600 (http://adm.idaho.gov/adminrules/rules/idapa26/0120.pdf) is invalid because of the new preemption law.
This is especially good news since the proposed National Park Service regulations will allow CCW on the same basis that it is allowed in the underlying state's parks. I'm waiting for written confirmation and I'll post that ASAP. We will continue pressing for a complete repeal of the (invalid) state parks rule since we want to make it crystal clear to NPS administrators that carry is allowed in state parks in Idaho and therefore should be allowed in National Parks as well.
